TO: LOUISVILLE POLICE DEPARTMENT <br /> FROM: Bruce Joss, City Attorney <br /> RE: Updating of police procedures <br /> Due to the situation concerning the cancellation of the <br /> police liability insurance, the City Administrator. the Chief of <br /> Police and aayeelf have reviewed all of the rules, procedures and <br /> policies concerning the police department. The following areas <br /> aro being reviewed and have been updated or will be in the very <br /> near future. We seek any input or any suggestions which you night <br /> have. <br /> I. A. TRAINING. The department will adopt certain <br /> minimum training requirements for all new officers. In addition, <br /> a certain amount of training or review will be required on an <br /> annual basis for each officer. Hopefully, this program will be <br /> in effect by the end of the year. <br /> (1) WEAPONS TRAINING: All active officers <br /> will be required to qualify at the range with their <br /> weapons on a regular basis. Any officer who does <br /> not qualify will not be permitted to carry the weapon. <br /> Training and qualifying with shotguns will now be a <br /> mandatory part of your training. Shooting at the <br /> range on a regular basis of both side arms and shot- <br /> guns will be required of all officers. <br /> B. PERSONNEL CODE. The department's personnel <br /> manual will be reviewed and revised. The City's Personnel Code <br /> will take precedent for any areas covered therein. All officers <br /> are urged to review this Code. <br /> C. OFF DUTY RESPONSIBILITIES. Officers are no <br /> longer authorized to be armed while off-duty. No officer shall <br /> be allowed to carry a city owned or issued weapon while off-duty. <br /> If any officer chooses to carry his own weapon while off-duty, he will <br /> not be acting as an agent of the City and does so at his own risk. <br /> D. ACTIONS OUTSIDE OP THE CITY. Your duties and <br /> authority as an officer are limited to the City limits of Louisville. <br /> . While off-duty, you have no authority to act as a law enforcement <br /> officer anywhere outside of the City. Any such actions are at <br /> your own risk. <br />
