They were requesting a • <br /> waiver from FAA to fly below 1,000 ft. <br /> and also concurrence from the City of <br /> Louisville that the city does not object <br /> to having NCAR fly three research aircraft <br /> over the city at altitudes beneath 1,000 ft. . <br /> but not below 500 ft. Dr. McCarthy advised <br /> they had approached 10 cities and 8 of thew <br /> had given concurrence. Broomfield had <br /> not responded to their request because <br /> of their concern of the proximity of <br /> Jeffco Airport. Commerce City did not <br /> give concurrence because of the extreme <br /> pressure of Stapleton Airport. The air- <br /> craft would be flying low over Louisville <br /> approximately 6 times in the 3 month period. <br /> The flights would begin at 10:00 A.M. and <br /> no later than than 8:00 P.M. H.D.T. <br /> Dr. McCarthy stated that the F.A.A. would <br /> not grant the waiver without the concurrence <br /> of the cities, nor if the project is not safe. <br /> Councilwoman Morris Wished to confirm the dates of the program, <br /> May 15th thru August 15th. 1982; estimated <br /> 6 times flying under 1,000 ft over populated <br /> areas of the City. McCarthy confirmed. <br /> Inquired what the decibel levels would .be. <br /> Reply - for the B-57 at 500 ft. approximately <br /> 80 decibels, for the King Air approximately <br /> 60 decibels. <br /> Asked when did they expect to gain F.A.A <br /> approval? - May 15th and possibly start <br /> project June 25th. <br /> Mayor Meier Advised it was his opinion 90 decibels for <br /> and hour's length of time would be considered <br /> hazardous to your hearing. <br /> Councilman Cussen Remarked that he felt the research was <br /> necessary. Realized there was a risk involved, <br /> but felt it was minimal. He was in favor <br /> of the project. <br /> Councilman Fauson Wished to know if the issue of liability <br /> had been discussed with the other cities. <br /> McCarthy replied that it had been. Phyllis <br /> O'Rourke, Administrative Representative advised <br /> NCAR carries a $20 million dollar policy <br />
