" Inquired if there were any ord- inances that applied to this section. Attorney Rautenstraus replied possibly - none. Further advised this was standard language placed in ordinances of this typo to pro- tect the bond owners. QUESTION ON THE MOTION Question called for on the motion. All in favor. Motion carried unanimously. ORDINANCE #763 - SEWER BOND Each councilmembor had a copy of the ordinance 1982 before them. Attorney Rautenatraus read the ordinance by title only and the request was for council's authorization to publieb it. PUBLICATION AUTHORIZED Councilman Ferrero moved, Councilman Fauaon seconded that Ordinance #763 - Sewer Bond, 1982 be published. Councilman Leary Referred to page 3 of the ordinance "City Written Certificate by Council, after a review of a written certificate Independent CPA by an Independent Certified Public Accountant, etc." - stated he hadn't personally reviewed this. Administrator Wurl and Mr. Dunn Krahl assured Councilman Leary that he would be provided a copy of the certificate prior to the second reading of the ordinance. Councilman Leary wished to emphasize that the ordinance stated that if there is a problem, the City is committing to raising sewer rates. It was his opinion this was implied in 1975 that certain commitments were being made and he got the impression that maybe Council was in violation of their ordinance at a certain point and time Leary inquired in the 1975 Sewer Bond issue, was a fund established egii•va1ent _to this 1982 issue - a $100,000 .00 fund? Wurl advised - yes . Referred to page 13 - which specified that City facilities pay a sewer service fee, inquired when the budget is initiated could this fee be projected as accurately as possible? Administrator Wurl advised this fee could be estimated. • •
