Mr.
Hioco stated that two meetings were held with
staff and the public and the results of those
meetings will be given in the presentation.
The request was for Countil' s authorization to
proceed with a master plan. Also Dave White,
an employee of Landplan Design Group had sub-
mitted a report on the lake and provided copies
for Council. Mr. Hioco requested that they
review this and get their comments back to him
by Friday of next week so that they can be in-
corporated into the master plan before the
first of the year.
Dennis Strah, Landplan Mr. Strah gave a slide presentation of the
Design Group, Denver preliminary proposals and results of the
workshops held. He also stated as a point
of clarification - Dave White is a Copsultant
to the Landplan Design Group as an aquatic
biologist. Mr. Strah stated that they were
at a juncture on their design work and need
to have Council review this material and the
action requested would be Council's approval
to proceed with the actual master plan for
Lake Park. Laurie Emery was present and she
was the project manager who spearheaded much
of the project.
Lake Park consists of approximate .8 of an
acre and historically has been used as a
flood control system and it is slowly filling
up. A site analysis was done documenting the
area as to the size of the lake, bikeways and
trails. One of Landplan' s endeavors will be
to revitalize the lake - to redevelop it and
make it more of an aesethetic and recreational
amenity. It was determined also that the lake
is 3' deep in some areas, over 70% of it is
less thatn deep. Yearly more and more
ground is being lost and consequently any kind
of habitat that is involved is slowly dying off.
Positive aspects are that there is marsh and
some of the drainages that are coaxing into the
lake do help to create a situation where it
is not a stagnant body of water. One of the
major concerns of the residents near the green-
belt area was the type and quality of grasses
that are currently being used.
Landplan Design Group looked at the develop-
ment of 3 different concepts on how to handle
the lake. They propose in the initial concept
that the lake ought to be deepened to a mini-
mum of from 6' to 7' in order to maintain a
fish habitat that might be desired.
