Proof of publication <br /> and notice of public hearing were established. <br /> Mayor Pauson opened the public hearing. <br /> Wanush explained that this zoning request is in <br /> conjunction with the proceeding annexation <br /> request. The request is for Residential Low <br /> Density (RL) zoning which has a minimum lot area <br /> of 7,000 s.f. Planning Commission heard this <br /> request at the public hearing on Kay 13, 1986. <br /> Commission approved the annexation yet recommended <br /> RI zoning rather than the requested RL zoning. <br /> Mandy Blackburn, applicant representative, <br /> reminded Council that this parcel will be under a <br /> POD and that Planning Commission and Council will <br /> be reviewing the proposed development for review <br /> at a later date and encouraged Council to consider <br /> the RL zoning to allow the developer the maximum <br /> flexibility. <br /> Mike Carruthers. 941 Garfield Ave., spoke in <br /> reference to the petition circulated showing that <br /> 908 of the residents signing it agreed with either <br /> RR or RR zoning allowing for an appropriate <br /> transition from the RL zoning. <br /> Susan Bart, 929 McKinley Ave., spoke to favor of <br /> RR zoning to preserve the character of the area. <br /> 9 • <br />
