Balaton stated that the letter frost Handley to
Mayor Asti prompted Superior to look into CDBC
funds and that an application has been submitted
for $500,000 with committee hearings on March 19.
Given the fact that Superior has now made applica-
tion and an engineer is pursuing preliminary engineer
8 to attach to the Louisville water system,,
Balaton stated that the Town Board felt it was
time to submit any changes to Louisville.
Anderson asked how grant ponies and the proposed
aaendaent to the Agreement are tied together.
Rolston stated the Board will be meeting the next
night to discuss provisions addressed in the
original Agreement l.a., limitations on population
growth and other things that some members of the
Board 'feel that they can't live with.• Belston
further stated that it was somewhat of a surprise
to read in today's newspaper that water to
Superior would not be available until 1991. `If
that is the case, we certainly have to pull back
our grant application.• •If our 1982 Water
Service Agreement is still in force, what would be
earliest year that we (Superior) could hope to
attach to the Louisville system."
Anderson asked if K. Walston questioned whether
the Agreement was in force. Ma. Belston responded
that she was assured by Hundley that it was.
Sackett stated that he felt uncomfortable with
negotiating tonight on the proposed amended
agreement. Although it may be proper for Superior
to make such a proposal, negotiating tonight would
not be the time. However, if there is anyway to
work with the Town of Superior without
jeopardising the future of Louisville, then
Council may want to look at this as a first step
in that procedure. There is a lot of work that
would have to be done in order to begin that
process.
Szymanski stated that the proposed amended agree-
ment is clearly unacceptable to Louisville. Be
would encourage staff discussion in the future and
coati up with something that may be agreeable to
both sides. However, this proposal is not the
starting point at all. Szymanski stated that he
would like to know what Superior's motive and long
term goal is with regard to this agreement. •They
want us to supply all of Rock Creek Ranch with
water. I think that is the ultimate motive and I
don't think that's at all in Louisville's best
interest.
9
