Resolution #11 would authorise the City <br /> participating in an Intergovernmental Agreement <br /> creating the W-470 Authority. City staff believe <br /> that entering into this Intergovernmental <br /> Agreement is a first step in establishing a W-470 <br /> Authority and making this commitment imposes no <br /> financial obligation for the City without further <br /> Council action. <br /> Rich Ferdinandsen, representative of the W-470 Task <br /> Force and spokesman for the W-470 Authority, <br /> answered questions. <br /> Three concerns were 1) the section in the agree- <br /> aent calling for the ability of the authority to <br /> terainate one of its members by majority vote of <br /> the rest; 2) the section regarding 24 hr. <br /> notice for a meeting; and 3) appointing a member <br /> from each municipality by the mayor and can an <br /> alternate member also be appointed. <br /> Mr. Ferdinandsen stated that with regard to the <br /> first concern, that would only happen in the event <br /> that one party was undermining the very notion of <br /> the cooperative agreement and seriously effecting <br /> the W-470 project. The second concern would allow <br /> the Authority to meet on an emergency basis, not <br /> as a natter of course. That would most likely be <br /> a rare event and would be used on eaergency issues <br /> only. Rautenstraus stated that with regard to <br /> appointing an alternate member, each municipality <br /> can set forth how its representative would be <br /> determined. It would be appropriate to have an <br /> alternate as long as the Authority has on record <br /> who the member and alternate member is. <br /> Mr. Ferdinandsen stated that Boulder County had <br /> been invited to participate in this Authority, but <br /> as of today, they have not responded. <br /> Mohr thanked Mr. Ferdinandsen for his efforts in <br /> the W-470 project. <br /> Mohr recommended Council approve Resolution #11, <br /> Series 1987. Sackett seconded.
