PLANNING COMMISSION SUMMARY <br /> APRIL 14, 1987 <br /> THE GROVE AT HARPER LAKE, PRELIMINARY SUBDIVISION AND PUD <br /> GENERAL INFORMATION; <br /> 1. Applicant 't ReAgsst <br /> • The applicant, hcStain Enterprises, Inc. , requests <br /> approval for subdivision and planned unit development (PUD) of a <br /> 26.7 acre site east of Harper Lake, west of Saddleback II and <br /> south of the Hilltop Subdivision. The area is part of the <br /> Centennial Conceptual Plan Amendment approved in 1985 and subject <br /> to conditions therein. <br /> The proposal is for 58 units. Median lot size is 13.460 <br /> square feet and lot sizes range from 10,000 to 16,229 square <br /> feet. <br /> Two attached letters more fully define the request, <br /> particularly the proposed setbacks, sidewalks and street widths <br /> and the options for the private open space area <br /> The owner is Zenith Builders, 75 Manhattan Drive, <br /> Boulder. <br /> 2. Pertinent Statutes. Ordinances or Policies <br /> According to the Centennial Conceptual Plan, this parcel <br /> (known as Parcel 5) could have 75 single family hoses at a <br /> density of 4 units/acre. The request is for 58 homes at a <br /> density of 2. 2 units/acre. <br /> Three conditions of the Conceptual Plan pertinent to this <br /> development include- the following: <br /> A. Kennedy Avenue is to be connected to Washington <br /> Avenue as a residential street. Final design is to be approved by <br /> Public Works and Community Development Departments. <br /> B. All land needed for trails, approved by Director of <br /> Community Services, shall be dedicated to the City and <br /> constructed to City Standards. No open space laud shall be <br /> accepted by the City unless it meets conditions established by <br /> the Director of Community Services. Open space or undeveloped <br /> land that remains in private ownership shall require an agreement <br /> approved by the Director of Community Services, specifying the <br /> nature of the landscaping sad the legal arrangements for <br /> maintenance. The City is responsible for construction and <br /> maintenance of the Harper Lake parking lot. <br /> C. No residential planning area shell be permitted to <br /> increase its density as approved in the Master Plan by more than <br /> 10x. <br /> 1 <br />
