The entire Centennial project has RE zoning. <br /> Water rights and public land dedication requirements <br /> have been completed. <br /> STAFF ANALYSIS: <br /> At preliminary review, staff examines the broader issues <br /> of zoning, comprehensive plan, design, access, drainage, <br /> utilities and open space. At final review staff and applicant <br /> work to resolve any issues regarding the above as well as the <br /> specific details such as covenants (if any), fencing and exact <br /> sidewalk and bike path alignments. <br /> For the preliminary submittal, applicant has combined <br /> the POD and subdivision information on a single 24" x 36" sheet. <br /> The plat and site plan will be on separate sheets for the final <br /> review and approval. <br /> 1. Site Desii n/Data <br /> Staff supports the number of lots, lot sizes, and <br /> location of sidewalks and the private open space. As noted <br /> above,the Community Services Director must approve agreements <br /> pertaining to private open space. Further, the landscaped <br /> walkway along Washington Avenue must be examined further. Staff <br /> has concerns that the walkway is too narrow and trees may <br /> encroach on the travel lanes. <br /> 2. Access. ROW and Street Sections <br /> In conformance with the condition on the Conceptual <br /> Plan, the Kennedy - Washington connection presented on this <br /> preliminary plan shows applicant's effort to develop the <br /> requested connection while avoiding a "freeway" carrying <br /> excessive traffic through a residential neighborhood. Staff <br /> supports a 50' ROW with 32' street sections as shown. McStain <br /> is requesting 28' street sections. <br /> Um _ developer should bear the cost of acquiring a <br /> right-of- way from Public Service for Washington Street. <br /> "Meadow Way" is a 520' cul-de-sac which is within the <br /> maximum length allowed by Municipal Code. <br /> Street names, as shown, have not been approved. <br /> 3. Setbacks <br /> A design feature to be addressed is the 15' front yard <br /> setback. Staff proposes a more generous setback with a method <br /> 2 <br />
