Although the Finance Committee is an <br /> appropriate body to review this, Council should take <br /> time to assess whether the City should participate <br /> in granting these types of requests. Should the <br /> City first concern itself with the construction and <br /> maintenance of the infrastructure. These are <br /> philosophical questions Council should consider <br /> prior to caking any decisions on these types of <br /> requests. <br /> Mayor Pauson asked that this discussion continue <br /> to a budget work session wherein these issues can be <br /> resolved. Council agreed. <br /> AUTHQRIZATION TO PURCHASE EASEMENTS - TREATED WATER TANS <br /> PROJECT Phare informed Council that staff and Rocky Mountain <br /> Consultants, the City's consulting firm, have <br /> evaluated alternate routes for locating a water <br /> distribution main from the treated water storage <br /> tank to the existing distribution system. The <br /> preferred route which provides for the lowest cost <br /> requires easements from private property owners. <br /> The route desired ie adjacent to the Community Ditch <br /> from 66th STreet to the Howard Berry Water Treatment <br /> Plant Site. In order to secure the required <br /> easements, Rocky Mountain Consultants has been <br /> negotiating with those property owners from whom it <br /> would be necessary to obtain easements. The <br /> easements, as negotiated, have been reviewed and <br /> executed by the respective property owners. The <br /> easement costs and associated conditions are <br /> detailed in the easement agreements. Staff <br /> recommends approval of the easement agreements with <br /> Mildred M. Bush and the Cowdery Co. for the treated <br /> water storage tank pipeline, with authorisation for <br /> the Mayor and City Clerk to execute the documents on <br /> behalf of the City. Phare stated that the costs of <br /> obtaining these easements were included in the <br /> project budget. <br /> Mayor Fauson called for a motion. Mohr moved that <br /> the easement agreements with Mildred M. Bush and the <br /> Cowdery Company for the Treated Water Storage Tank <br /> Pipeline be approved. Carnival seconded. <br /> Unanimous. <br /> 5 <br />
