Howard suggested that the proposed wording for condition number one contain specific guidelines <br />for administrative approval. <br /> <br />Sisk suggested stating that a complete sign package be presented for Council approval. <br /> <br />Howard and Davidson agreed. <br /> <br />Sisk moved that Council approve Resolution No. 43, Series 1998 - Final PUD Development Plan - <br />Cheri & Edward Ruskus, 728 Main Street with the following conditions: <br /> <br />1. An overall sign package shall be subject to later review. <br /> <br />The following note shall be added to the PUD: "The owner acknowledges there is a <br />need for additional parking in the Central Business District, and that the development <br />approved herein will contribute to that need. Owner acknowledges that it will benefit <br />by additional parking in the Central Business District and hereby agrees to participate <br />in the financing of future public parking improvements on an equitable basis with other <br />properties and businesses benefitted by such additional parking. Such participation <br />may include by way of example and not limitation, payment of impact fees and <br />assessments. The owner further acknowledges that if an improvement district, impact <br />fee, or other mechanism for financing additional downtown parking is not in place at <br />the time of building permit issuance, the owner will be required to provide parking to <br />meet the parking requirement for the project at a ratio of two spaces per 1,000 square <br />feet of gross floor area, pursuant to Sections 17.20.120 and 17.20.140 of the LMC." <br /> <br />This Final PUD approval shall expire if the applicant has not received building permit <br />approval and commenced construction by August 18, 2000. <br /> <br />The brick finishing would be added completely on the south and north facing <br />elevations in their entirety. <br /> <br />seconded by Howard. <br /> <br />Hartronft requested to present an applicant summary. <br /> <br />Davidson agreed. <br /> <br />Hartronft stated that he agreed with Cassandra Volpe's request that a historic structure survey be <br />completed on downtown. He felt historic preservation and economic development do not have to be <br />mutually exclusive. He volunteered to assist with the historic structure survey. He agreed with Sally <br />Janover's comment that retail is important to downtown and replied that the original proposal for this <br />building did intend for the first floor to consist of retail. He stated that the PUD contains guidelines <br />for signage and encouraged Council to review those guidelines for their approval. He replied that <br /> <br />15 <br /> <br /> <br />
