He <br />agreed that it is probably not appropriate and stated that the applicant is willing to extend the brick <br />around the north and south facades to the break in the building. He requested that Council revise <br />condition number two to be more equitable for the applicant. He felt that if Council will have a <br />parking district in place soon, there is no need for the last sentence in condition number two. <br /> <br />Keany stated to Hartronft that Sisk's condition regarding brick was that the brick be continued all <br />along the north and south side, not just to the break. <br /> <br />Hartronft replied that this was a very expensive provision which would require some cost studies. <br /> <br />Simmons stated that the proposed Downtown Design Guidelines would suggest using a different <br />material on the third floor to help differentiate it from the first two stories. <br /> <br />Wood agreed that stucco would be an appropriate material. <br /> <br />Sisk offered a friendly amendment to condition number four that the brick be continued on the north <br />and south elevation of the first and second stories, accepted by Howard. <br /> <br />Levihn questioned why Council would approve this project with the amount of unfinished business <br />regarding downtown. In light of the applicant's request that construction commence by the year 2000, <br />he suggested that the applicant postpone this project until all the issues have been resolved. <br /> <br />Lathrop agreed with Hartronft that condition number four is an expensive provision and he did not feel <br />that the cost was worth the benefit. Lathrop offered a friendly amendment that the first segment of the <br />building be brick, with the remainder to be either integral colored concrete block units or integral <br />colored stucco, seconded by Keany. <br /> <br />Davidson called for roll call on Lathrop's amendment. Amendment failed by a 3-4 vote, with <br />Davidson, Howard, Sisk and Levihn voting against. <br /> <br />Davidson called for roll call on Resolution No. 43, as amended.
