...

with the following recommendation. I would like
to say that the Louisville Development Commission
was established for the purpose of developing a
positive relationship between the City of
Louisville and the Louisville Chamber of Commerce.
This need was presented by Councilman Howard and
Councilman Davidson. One of our first challenges
was to establish a system whereby ideas for
Economic Development could be considered in an
efficient manner. The Commission met and is
suggesting tonight that the following steps be
implemented for people who have ideas where they
want those ideas either to be funded or endorsed
by the Chamber of Commerce and the City of
Louisville. The first step is the idea should be
presented to the Executive Director of the Chamber
for review and discussion. The Commission felt
that this step was necessary so that the person
presenting the idea could have historical
perceptive provided to their idea. It is not a
veto process. It was the desire of the Commission
if an idea is good but needs some modification
that the Executive Director is in the best
position to provide that. The second step would
be that the Executive Director would present the
idea to the next scheduled Louisville Development
Commission meeting in completed detail. Following
this review, and should the Commission feel that
it has merit, the Commission would recommend the
suggestion to the Chamber Board of Directors, who
would also review the idea. If the Chamber Board
of Directors feels that it a viably suggestion,
they will recommend it to the City Council. The
thought here is that the Chamber of Commerce
really acts as a sub-committee of the City of
Louisville's City Council. Similar to the other
advisory committees.

Sackett moved that this process be implemented, seconded by
Howard.

Davidson: When they say it's like the Library Board or
whatever, all of those are appointed by the Mayor
or the Council. Is this more like a quasi sub-
committee rather than an official committee of
the city.

Sackett: We want to emphasize that the city and the
Chamber are working together in this. Should a
Council person learn that an idea was not
presented to Council and was good, but denied by
the Chamber of Commerce Board, that it can still
be presented to the City Council. This is really
a recommendation board.
