...,

Hornbostel: You are saying that this is not a veto process,
but anybody that comes in with an idea, by the
time they get through these three things it's
going to be vetoed anyway. I don't understand if
this is a quasi committee, if one of us comes in
with an idea, why go through the chamber.

Sackett: Only if you wanted to have the funding or
endorsement of the Chamber and the city.

Hornbostel: I can understand the Chamber part of it, but as
far as the endorsement of the city, that seems to
be to much. I agree with establishing a policy.
First of all it's called the Louisville
Development Commission which says that this is
city advocated and these people were not appointed
by us. I think we have different people who view
Economic Development in a different way. I think
this is wasted time.

Sackett: I think the idea is to gain as much support for
Economic Development that is possible. One way to
do that is to get impact from as many of the
interested parties as possible. The thought was
that before it goes to the Chamber Board it would
come to the Louisville Development Commission,
which is made up of both Chamber members and
elected officials. The person presenting the idea
also has the right to bypass this process and go
directly to the City Council. My suggestion is
that they go through this process because a real
good idea could be looked at like it is a real bad
idea. If someone comes to us and says I have an
idea but I don't know how to do it, then we say
here is how you do it. There is something already
in place.

Hornbostel: The problem that I have is that you have an
organization that is created quasi and we are
going to treat them like they are appointed.

Sackett: We do that already. We have had that type of
relationship with the Chamber since before I was
elected. We fund the Chamber for the purpose of
doing Economic Development.

Hornbostel: I have no problem with having a procedure and we
do want to make an effort to work with the
Chamber, but it seems a little backwards to me. I
don't understand why if there is an idea on
Economic Development they would have to go through
the Chamber for it.

Sackett: If a person says, I have an idea about recreation
the first question I would ask is have you talked
