..1.1

to steve Baysinger? If they hadn't you would want
to get their opinion first.

Hornbostel: But they are the city and that is exactly my
point, you are referring them to a city group and
I see the Chamber as an advisory. Maybe what we
need in Economic Development is new ideas. I have
great respect for the Chamber but I also feel that
there may be other ideas out there.

Sackett: The idea is to take Economic ideas and provide
input, such that it has a chance of being
successful. If the person does not want to take
those ideas and incorporate them, they are free to
do that and still come to the Council. The
Chamber will make a recommendation to Council.
The Chamber will have the opportunity to endorse
the idea and give their input before it becomes a
Chamber versus this person. They could come in
together.

Hornbostel: If you make it an advisory board then I have no
problem with it. My objection comes not in
working with the Chamber or any of those other
things. It comes in making this group of people a
semi-city commission, which has not gone through
the regular procedure that we go through for other
commissions.

Sackett: It is an advisory board. The Louisville
Development Commission was established with equal
members from the City Council and the Chamber
Board to figure out a way to work together to
promote Economic Development.

Hornbostel: As far as I'm concerned that is not a problem.
The problem that I am having is that I have a
board that is not established by the city and when
we have boards we take recommendations from those
boards. This is not an official city board. This
is an advisory board.

Howard: I understand Councilwoman Hornbostel problem. The
basic problem is one that we did not have a say as
a Council to the membership to the board. I think
there is an unstated problem, the unstated problem
being that this Commission will hear fairly all
ideas. I am willing to go along with this
because a peer review process tends to out live
whoever starts it. A peer review process is a
good one. Peer review process will help weed out
and mediate ideas that cannot be supported. They
help to focus attention on what can be done and
they also help clarify for Council. Even though I
am not a particularly good friend to some members
