<br />".,1 <br /> <br /> <br /> <br /> <br /> <br />Phare: The pumping in the North Plant would basical- <br />ly be eliminated except in extreme demands <br />such as a fire flow. <br /> <br />Hornbostel: I was trying to figure out where everything <br />fits in together and that this is in addition <br />to the North Plant and the pumping would go <br />to the south rather than having it pump <br />through the high zone at the north. <br /> <br />Phare: The North Plant provides another redundancy <br />to pump. It didn't have enough capacity to <br />do the backwash that we talked about. <br /> <br />Klee: Pumping from the North Plant has a 40% in- <br />crease in energy consumption versus pumping <br />from the South Plant. <br /> <br />Hornbostel: Is there any time that they might drain and <br />check the Louisville Reservoir? I think the <br />clay liner is leaking. <br /> <br />Phare: There's no question that the Louisville <br />Reservoir leaks, all reservoirs that are <br />built in that vintage leak. Certainly once <br />this facility is in place and we are attached <br />to Marshall Lake and we have a vessel that is <br />twenty times the size we will have a lot more <br />flexibility in doing that. If we were to <br />ever work on the Louisville Reservoir we <br />would have to find a system to bypass the <br />reservoir itself because we could not meet <br />peaks demands in the summer without both <br />plants functioning, but it does give us an <br />opportunity in the fall, winter, and spring. <br /> <br />Hornbostel: Question, when Council approves the contract <br />will the costs remain fixed or will the City <br />be responsible to pay additional costs asso- <br />ciated with the construction? <br /> <br />Phare: Engineering fees are fixed provided we don't <br />have them do something above and beyond what <br />is identified in their scope of work. The <br />cost of the physical structures are not <br />guaranteed and are not guaranteed by any <br />consultant. We watch cost at each and every <br />meeting, we are always asking what is the <br />cost implication of this option versus that <br />one. If you are looking at numbers we have a <br />l5% contingency built in there, hopefully we <br />won't need all of that. <br /> <br /> <br /> <br /> <br />6 <br />
