..,1
Baysinger: That was done before my time and they were negotiated
into that contract.
Davidson: Since Sharon is the one who receives this data, does she
have any objections to them changing the dates?
Baysinger: I did run that by Sharon. The audited figures for RSL
are for RSL as a company as a whole not for the
individual golf courses.
Howard moved that Council adopt the amendments to the Personal Services Agreement
authorize the Mayor to execute these amendments to the agreement, seconded by Sackett.
All in favor.
DISCUSSION/DIRECTION - MCCASLIN BLVD. ACCESS ROAD
Tom Phare, Director of Public Works was directed at the May 21, 1991 Council meeting
to proceed with construction of the project but to coordinate with Boulder County Public
Works on access issues. The issue regarding access was that of the location and feasibility
of a frontage drive in lieu of right in/right out access for properties along the west side of
McCaslin Blvd. Through the coordinated efforts of the County Public Works Department,
City Staff and design engineers it has been determined a frontage drive located east of the
power poles can be constructed provided some adjustment in the City's typical design
standards are made. The proposed design required Public Service approval to fill adjacent
to their existing power lines. Also, easements for drainage on properties west of McCaslin
Blvd. are required. There would need to be a compromise on the median width, that
roadway was originally planned for a 20' median this would be narrowed to 16'. The
question becomes what kind of road, is it a gravel road or an asphalt road. Estimates
indicate to put the road east of the poles versus the right in/right out access concept would
cost approximately $5,000.00 more. Homart Development is building this road up front
and we are recovering through major thoroughfare fees. They have not objection to that
additional cost. The issue on gravel and asphalt is not just first cost but maintenance cost.
As a street maintainer, the Public Works Department would prefer to maintain an asphalt
street.
Howard: What is the benefits to the citizens of Louisville?
Phare: I don't know if there is any direct benefits to the City of
Louisville. It is accommodating a request from our
neighbors so to speak to the west.
Howard: Is there any detriment to the City?
Phare: I don't believe there is.
6
