<br />--., <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Shonkwiler: My name is Don Shonkwiler, representing Homart <br />Development, 400 South McCaslin Blvd. Everything <br />that has been stated this evening I certainly agree with. <br />Providing the access for the residents is clearly a benefit <br />to everybody involved and we don't disagree with that. <br />Our question is always who pays for it? Clearly, the <br />City of Louisville is going to pay for it at some point. <br />My question would be for you is at what rate and when <br />that occurs. As you may be aware this roadway is being <br />reimbursed to Homart at the rate of $450.00 per <br />residential building permit, which is applied for and paid <br />into the City of Louisville. John and I will have to get <br />together and discuss how many units are left available <br />to be built within the City of Louisville. I think that we <br />would all be somewhat surprised that there may not be <br />enough units left in town for us to be able to recover <br />the cost, which is going to at some time involve raising <br />those fees. This expenditure of $13,000.00, of course, <br />exacerbates that problem, $13,000.00 at $450.00 a <br />permit is somewhere between 25 and 30 permits. It is <br />not a tremendous amount of money, but it is money <br />that you might rightfully ask yourself what is the <br />appropriate level of access and make the analogy <br />between a Pontiac and a Rolls Royce. This frontage <br />road is clearly a luxury access, whereas, the right in/right <br />out may be good enough access. My question for you <br />would be, since I might submit that this access is overly <br />designed and clearly above the standard that is <br />necessary for this. If, were going to pay for it anyway we <br />might ask at what rate and when that is going to be paid <br />for. I just throw that out for your consideration. <br /> <br />Howard: If the County would be willing to put in their 1992 <br />budget the funds for this road, would that be soon <br />enough to meet Homart's needs and requirements? <br /> <br />Shonkwiler: Tom and I had that same discussion this afternoon <br />along with Clark Misner. If we could accomplish <br />something whereby the City would submit that to the <br />County and hopefully there could be some commitment <br />on the part of the County to fund that request. Mr. <br />Misner did not make any commitment and the <br />Commissioners haven't made any. We would be happy <br />to front end that until you have an opportunity to <br /> <br /> <br />9 <br />
