How it is going to affect them <br /> in the positive and how it might effect them in the <br /> negative. So, all these questions could be better <br /> answered at a later time when there is a beltway issue <br /> on the table. If you chose to do away with the <br /> Authority, I think you are sticking your head in the sand <br /> and losing an opportunity that you may need if the <br /> Authority needs to be in place to build a beltway or <br /> build W-470. I think all of these issues are interrelated <br /> and to discuss this now and ask the citizens to vote on <br /> it, I think it is too early and we are pushing it simply <br /> because it is a free election. <br />Howard: I guess in some respects I agree with you, Randy, but <br /> there is a fundamental question here that has been <br /> gnawing at this Council since I know I was put on the <br /> Council. That is, what do the people feel about the W- <br /> 470 Authority; and do they or do they not want a <br /> highway linkage to the airport. Those are two different <br /> questions and two fundamental questions. I think as a <br /> Council if we don't take this opportunity to note some <br /> of those things down the next Council, whoever is <br /> elected, would be stuck with with a lack of information <br /> if we don't ask the question. What I would dearly hate <br /> to see is this City once again be torn apart because we <br /> didn't do our homework and ask the people when it was <br /> a reasonably easy question to ask, i.e., it wasn't a hot <br /> issue. People are going to go into it a little more clear <br /> headed. They are not going to be as polarized, so <br /> perhaps their vote will be more meaningful. I want this <br /> cleared up. I am going to be on Council for the next <br /> time around and I don't want the City polarized one <br /> way or the other because of assumptions I make that <br /> mayor may not be valid. We have an opportunity to <br /> get real information from the voters out there and I <br /> think it would behoove us to make sure that all of us go <br /> down a path that is acceptable and will not cause this <br /> City to be polarized again. Now is the optimum time, <br /> because it is not the big issue. <br /> 9 <br /> -. <br />
