<br /> ..., <br />In October of 1992 we would begin the process of evaluating our pay plan to make sure <br />that we are consistent with the market and that we are keeping abreast as well the City is <br />economically able to do so with any inflationary factors. What we are asking the Council <br />to do tonight is approve the classification and merit program for 1992. <br />Carnival: This was presented to us at a work session where we <br /> were discussing the 1992 Budget package. I guess I <br /> have a hard time looking at this solely on its own merit <br /> without taking into consideration the overall 1992 <br /> Budget and how this mayor may not effect the goals <br /> that we as a Council have set. This should be brought <br /> together to us during the actual budget presentation so <br /> that we mayor may not choose to fund the entire <br /> $110,000.00 or part of it. Depending upon what other <br /> priorities we mayor may not be able to do in the 1992 <br /> Budget. <br />Brand: At the next work session which is the 10th of October <br /> we will bring you a draft budget which will be out of <br /> balance and we will give you recommendations on how <br /> to get it in balance based on your priorities that you set <br /> among your goals. One of the options could be not to <br /> accept the 90% of market value. We need to go with a <br /> set plan in order to figure all of the salaries and project <br /> all of the increases. Weare presenting this to you for <br /> your preliminary acceptance, if you chose at that time to <br /> reduce this and fund another set of priorities you could <br /> do that at that time. The budget on the 10th will be a <br /> draft budget and it will be out of balance with <br /> recommendations on how it could get into balance, but <br /> you will have options to choose from. <br />Carnival: So what you are asking for this evening is a direction on <br /> whether we would like to see the entire $110,000.00 <br /> included in the out of balanced budget? We still have <br /> the ability to either deny the entire request or cut it? <br />Brand: Yes. <br />Carnival: Bill, you mentioned that most of the concerns have been <br /> addressed when you went to the employee meetings.
