Davidson added a friendly amendment, "subject to the conditions of the IGA for <br />the Northwest Parkway Agreement." Motion passes 5-1, with Hornbostel voting no. <br />HUMAN RESOURCES ISSUES AFFECTING 1992 BUDGET PROCESS <br />1. 1992 CLASSIFICATION PLAN AND SALARY SCHEDULES <br />2. Blankenship, Human Resources Officer, gave a overview of the Comprehensive <br />package regarding the classification and benefit changes that were discussed at the <br />September 19th work session for the coming fiscal year. Since that work session the <br />Human Resources Office conducted a series of employee meetings to explain the <br />classification plan itself and the proposed benefit changes. Out of those meetings came <br />some employee concerns and questions most of which have been addressed prior to this <br />Council meeting. One of the questions that arose out of these meetings was one of salary <br />compression in the Police Department. One of the things that failed to be noted when <br />adjusting salary structures for police officers was the fact that we were bumping up new <br />officers to the same pay level as two-year officers. Reviewing all of that, we made <br />adjustments to the entire police sworn staff in the Police Department, thereby, addressing <br />the question of compression. In the original presentation we stated that it would take <br />$95,000.00 to fund the new classification to put it in place on January 1, 1992, as a result <br />of those adjustments the cost would now be $110,000.00, the increase going to police <br />salaries. Coupled with the classification plan would be the institution of a merit pay plan <br />for 1992. To start this we would evaluate all employees in the coming six to eight weeks <br />and based upon that evaluation grant either a one, two or three step increase to non- <br />exempt employees. Each step representing two-percent. The same six percent availability <br />of increase would be there for exempt personnel also except they would not be contained <br />within steps but rather anything from a zero to a six-percent increase. In order to continue <br />the performance evaluation plan we would in 1992 begin to evaluate employees on the <br />anniversary date of their employment and cycle everyone so that all employees would not <br />be evaluated at the same time. <br /> 9 <br /> -. <br />
