<br /> ..-., <br /> We have the situation whereby there are other officers <br /> who are similarly situated. What we attempted to do <br /> was to look at all of the police force in terms of the new <br /> officers moving up x-percentage, now we need to look <br /> at the rest of the force and make sure we are treating <br /> all officers fairly at all ranks up the line. We have <br /> attempted to do that. <br />Carnival: You're just limiting that to the police department. Is <br /> that taken into consideration on all job classifications? <br />Blankenship: It was taken into consideration in other areas, we <br /> evaluated every area of the City... <br />Brand: Bill, and every employee. We spent two Sunday <br /> afternoons going through this. Bill had also gone <br /> through every employee since we have discovered the <br /> problem with the police department. There is one other <br /> place in the City where it happened between two people <br /> and that was in the library. We had one professional <br /> librarian that started just a few months ago and we had <br /> another one who had been here for several years. That <br /> was another classification that was not being paid the <br /> scale and made the adjustment so that the person who <br /> had just come in and the person who had been here for <br /> several years weren't at the same pay. <br />Carnival: Should there not be some consideration for experience <br /> outside the City? Is that a-typical, your starting point of <br /> experience is with the Company and whether you <br /> performed that job outside the City, would that not <br /> have an affect on your classification or your level of <br /> salary classification? <br />Blankenship: Yes, definitely. <br />Carnival: I hear what you are saying and I just don't want to see <br /> it limited to the Police Department and that was what <br /> I was hearing when you initially made your presentation. <br />Blankenship: The reason I'm putting special emphasis on the Police <br /> Department is it is a sort of apology to them because <br /> we just blew it, plain and simple. We just overlooked <br /> that whole situation there and when the police officer <br /> 12 <br />
