<br /> ..-., <br /> problem/opportunities in the Police Department was our <br /> relatively high turn-over rate coupled with the extreme <br /> cost of getting another employee in the system. What <br /> I would like to know from you is do you see these <br /> actions quantitatively affecting the retention capability <br /> of the City; to what degree; and what kind of real dollar <br /> impact from those changes would you expect to see? <br />Brand: We don't have a high turn-over rate in the Police <br /> Department. It has just been in the last few months <br /> that we have lost four officers. We lost four officers for <br /> very good reasons: two of them a husband and wife <br /> team returned to Minnesota to their families; one of <br /> them has not left yet, is opening a bed and breakfast. <br />Howard: Since I have been here I have seen relatively high turn <br /> over. Even one person leaving the police department is <br /> a significant revenue hit on the City. A cost we hope to <br /> be able to recover in terms of that officer's service in <br /> the street, which may take a number of years before we <br /> recover our investment. I believe at a work session it <br /> was stated that Louisville may have to recognize the fact <br /> that we in some sense offer training to other cities. My <br /> feeling is that if we don't have to I would rather not be <br /> a training center for other cities. It gets back to my <br /> original question. Do we see these activities affecting <br /> our ability to retain, and if so what kind of monetary <br /> effect would that retention have? <br />Blankenship: I don't have exact costs of what it takes to recruit and <br /> train and retain an officer. I would venture an educated <br /> guess that yes, these changes will have a positive effect <br /> on retention of officers and the recruiting of potential <br /> officers. The beginning salaries are very competitive in <br /> the Denver Metro area. I believe it would be a positive <br /> step to retain and recruit new officers. <br />Sackett: I would prefer including item G in the normal budget <br /> process and give Administration the responsibility for <br /> determining the position the City will take on the items <br /> and not go into a great deal of detail other than to say <br /> you did your homework and if this is your <br /> recommendation and it fits within the budget <br /> constraints, we have enough faith III our City <br /> 14 <br /> -. <br />
