-_.,
but that kind of indicates to me some separation in her
own mind of the functions of the two positions. What
kind of impact would any decision we make here today
have on similar circumstances if someone should come
up and says gee, I should get more money for what ever
reason. Is the City liable to keep this thing going on
and on?
Brand: What has happened in this position shouldn't happen in
this position. These are really two jobs, there really
should be a full-time person doing the City Clerk's job.
A person who would pursue the CMC professional
designation. It is more than a full-time job for the City
Clerk and there should be an Administrative Assistant.
I am going to complain a bit too, because at least 80%
of Linda's time is devoted to City Clerk duties. I'm
lucky if I get 20% and you know we have someone who
is helping her. This is a incredibly busy job and it was
co-mingled at that time, but it shouldn't be co-mingled.
One of these days we are going to have to bite the
bullet and disco-mingle them. Who ever sits in that
position has a terrible burden to bare and a tremendous
amount of work to do, as long as that person is trying
to fill both of those positions.
Fauson: I agree with the Administrator in the sense that when
this was changed from a full-time City Clerk to what it
is today, there was very little work for the City Clerk to
do outside of signing the liquor licenses and licenses for
what few business we had at that time. Since that
action was taken and I don't recall what year that was,
it has to be almost ten years ago the City has grown
approximately three times what it was then. The work
has grown ten-fold since then and I agree with the
Administrator that we are getting to the point where we
do need a full-time City Clerk, because of the business
portion that we have as far as liquor licenses, the
elections, etc. Those are really time consuming.
Sackett: Are we talking about $650.00?
Brand: Six hundred and fifty dollars and eight three cents.
Sackett: Given what I know about history, and I can't say for
22
