-_., sure, I think that Pam was asked to take on the responsibilities of City Clerk as part of her responsibilities of being the Administrative Secretary. I'd rather error on the employee's side here and for this amount of money, I'm thinking that it wouldn't be a mistake to pay the $650.00. I think there is enough evidence to suggest that it is possible that she should have been a non-exempt employee during that time and I don't think she worried too much about what responsibility was what. Pam tried to accomplish both tasks well and so I move that we accommodate her request for the $650.83. Sackett moved that Council accommodate Pam Ferris-Doersch's request for the $650.83, seconded by Carnival. Hornbostel: If that is the direction you are taking, how does Donna reconstruct hours that were done. Brand: I don't know, but I'm sure in the morning she will start reconstructing. Sackett: Did Donna request the City Clerk's position or was she asked to do it as part of her normal job? Brand: I think she filed an application along with some other people and we appointed her to do that. Donna was going to do that outside her duties as secretary to the Planning Commission and Finance Director. Sackett: I think there is plenty of reason to distinguish between the two requests. I think she had the option of signing up for the position and she had the option of resigning. I'm quite certain that Pam didn't. I think she was told look, we need a City Clerk and you're the City Administrator's secretary and you're the only option we have. If you want to keep your City Administrative secretary position you need to do both. I think that's the way it was. Fauson: In Donna's position when she took the job as City Clerk was her job different than what she has now, when she promoted and she asked to be dropped as City Clerk? I think there was a little difference there too. 23
