...1
way for many years here, at least as long as I have been
on Council, that the strict City Clerk's functions could
have been done with the compensation in the ordinance.
Someone else had to pick it up. I just don't want to
cheat an employee just cause we are trying to find some
technicalities, is all I am saying.
Davidson: Actually, I agree that $150.00 a month is ridiculous for
a City Clerk. The ordinance that sets the salaries
doesn't make sense. I wasn't here when they passed
that ordinance and I agree it's unfair, but it is still the
ordinance. I wish it didn't say that, but it does. So,
obviously, there is a problem with the City Clerk's
position. There is a problem with assuming that you are
going to get a volunteer to be City Clerk for $150.00 a
month, because you are not. They lowered it to $150.00
because it used to be substantially more, that was
obviously a serious error. They did not properly address
the problem at that time, but I am not going to vote to
violate a City ordinance. If she could possibly
distinguish her hours between City Clerk and
Administrative Assistant, she is due the overtime for
Administrative Assistant. I don't know what those
hours are, but if you could distinguish them I think she
is due those hours, but she is not due by ordinance for
her duties as City Clerk.
Sackett: What you are saYIllg is because Council didn't
adequately address the needs of the City we should deny
a City employee proper compensation?
Davidson: Councilman Sackett, I am saying the City should obey
it's own ordinances. If the ordinance is unfair, the fair
way to do it is to change the ordinance. I don't know
how you can pass a resolution saying, I am not going to
pay any attention to this ordinance.
Sackett: I am challenging you to follow that strict guideline and
see what you can accomplish with $150.00 a month and
see what no longer gets done. Lets see if you are willing
to live with that and face the voters on that.
Davidson: I am not willing to face the voters violating a City
ordinance. I think it should be fixed.
26
