--,'
therefore, generate more clubhouse income then I think
that would be a very, very good way to show the
$100,000.00 expenditure was justified.
Sackett: Are the concerns of my fellow council people here one
of timing or just of whether or not we need a larger
clubhouse? If you are concerned that we possibly need
to wait till after the season goes so we know how our
next season is, maybe you are thinking that we need to
finish the cart paths and the additional landscaping
before we do the expansion. I'm not sure where you
are coming from. The rationale of needing a clubhouse
is something that we would like to have. It could be a
matter of what our priorities are. The benefit of the
expanded clubhouse, in my perspective, is that it keeps
our golf course competitive for tournaments, which per
round are at least twice as much as individual golfing
per round. We want to stay attractive to those groups.
Howard: If we had a bad snow year, we don't have a sinking fund
of any sort. We don't have any way of ensuring that
everything is going to be covered and that makes me
feel uneasy. I can understand the rationale for
expanding if it is going to offer a real economic
advantage. I also think there is an ongoing advantage
to be gained by ensuring that at least some of your
funds are left in case you have a bad year. I don't know
what the benefit of additional funds into making the
course more mature, more rapidly versus putting in
additional facilities are and I would like to get a handle
on that.
Ott: The City does have a reserve fund. RSL proposed the
building expansion as well as cart paths improvements
and we feel like those are the only two that would make
significant revenues. We like to think that we spend a
dollar to make two dollars and if our capital
improvement is just there for aesthetics we can do it in
a gradual program. We feel like the clubhouse
expansion could pay for itself and we would be more
than happy to do the study to prove that it will. The
only other one would be complete wall-to-wall cart
paths could also pay for themselves, but it would be a
much longer payback because of rainy/snow days.
12
