<br /> ...', <br />significant problem was the inadequate storm drainage <br />in the downtown area, combined with narrow, sloped <br />sidewalks and marginal curbs and gutters. Once we <br />decided that we had to deal with these problems first, <br />the rest of the improvements we have recommended <br />followed as the best use of the remaining funds. The <br />condition of the streets and sidewalks along the path of <br />the proposed storm drain is generally poor, as it is in <br />much of the downtown area. It made sense, if the <br />streets were to be torn up and the traffic and business <br />disrupted, to save the cost and additional inconvenience <br />of doing this again later by having the street, curb and <br />gutter, and sidewalk repairs that were also needed, done <br />at the same time. <br />Our specific recommendation is for installation of new <br />storm drainage system from the intersection of Front <br />and Spruce westerly up Spruce to Main and northerly <br />up Main to the intersection of Main and Walnut. <br />Improvements also include replacement of streets, curbs <br />and gutter and sidewalks from store front to store front <br />on Spruce Street (Front to Main), and on Main Street <br />(Pine to Walnut). See attached map for project area <br />(attachment A). <br />The cost of these basic improvements to this three block <br />section of downtown is approximately equal to most of <br />the 1992 budgeted amount. When the Council has <br />given conceptual approval to the Downtown Task <br />Force's recommendation, we will begin work on our <br />second priority, which is to improve the design quality <br />of Main Street and of the reconstructed side streets, in <br />anticipation of additional funds being allocated in future <br />years. <br />We think these recommendations are the way to get <br />started, the key word is started, it is our understanding <br />that subject to your approval this is intended to be <br />phase I of a five-year project involving the whole <br />downtown area. There is a lot more work that should <br />be done, there are certainly other problem areas we <br />haven't touched upon that need work as badly as those <br />we have addressed. <br />4 <br />
