Szymanski. Roll call was taken. Motion passed 6-0.
DISCUSSION/MOTION - AGREEMENTS - LOUISVILLE
HOUSING AUTHORITY - RENTAL REHABILITATION
PROGRAM
John Franklin, Director of Community Development, gave a brief overview of the
agreements.
The City of Louisville/Lafayette Housing Authority (LHA) has received $24,885 in Federal
Rental Rehabilitation funds from the Colorado Division of Housing. Administrative funds
of up to $1,244.00 were also awarded. The program funds for improvements to privately-
owned rental dwellings. The LHA has previously administered owner-occupied housing
rehabilitation grants.
Acceptance of the grant includes execution of an agreement between the City and the State
regarding operation of the program.
As with previous programs, the LHNBoulder County Housing Authority will administer
the program - a second agreement provides for this. Through previous agreement, the
Boulder County Housing Authority staff manages the local housing program under the
direction of the Louisville Housing Authority Board, which is appointed by City Council.
Michael Reis, Housing Planner, is present if you have any questions.
The agreements were submitted to the City Attorney for review. The agreement between
the two entities was revised per City Attorney comments, the City Attorney does have the
revised format. If you wish to consider approving you will note that it is in the revised
form.
Michael Reis, Housing Planner for Louisville Housing Authority
Reis: The state has agreed to enter into this contract. The
City of Louisville Housing Authority has agreed to
administer the terms of the contract should the
documents be signed this evening. The way the
program works is that dollar for dollar matching funds
is required by participating owners. When we sent out
mailers to the owners throughout the City of Louisville
we received responses from three owners interested in
participating. The $24,885.00 has been submitted by the
three owners and is on deposit at the Affiliated National
Bank here in the City. An environmental assessment
4
