June 22, 2010 <br />Page 4 of 7 <br />Bruce Becker, 533 Coal Creek Lane, Louisville, CO stated the telephone poll <br />survey was disingenuous. He asked how the public is expected to approve a use <br />tax when the City should never have purchased the Post Office building. <br />Michael Menaker, stated in order for a use tax to pass, each council member and <br />City board and committee member would have to campaign every day until the <br />day of the election. If that does not happen, the tax will not pass. He noted the <br />tax will not come from residential homes in Louisville, but from businesses. He <br />stressed it is a difficult campaign. <br />Jean Morgan, 1117 W. Spruce Street, Louisville, CO asked whether the use tax <br />would be permanent or for a limited time. Mayor Sisk explained it can be written <br />to sunset within a certain period of time. <br />Ms. Morgan voiced her concern over how the funds would be spent, if the use tax <br />passed. She noted the Senior Transit services were cut, along with other <br />services and expressed her concern over some city employee reduced hours <br />and benefits and the reduced funding of the library. She stated those were key <br />issues, which had to be addressed. She stressed the importance of capturing <br />use tax from ConocoPhillips. <br />COUNCIL COMMENTS <br />Councilor Sackett felt the City’s newsletter article on the use tax was well thought <br />out and provided pertinent information to the residents. <br />Mayor Pro Tem Marsella stressed the importance of the use tax and voiced her <br />willingness to campaign for the use tax. Councilor Yarnell agreed and felt the use <br />tax could be a viable solution to the City’s budget constraints. <br />Councilor Muckle commented on past elections when the use tax failed and the <br />constituent based support for the Historic Preservation Tax. <br />Mayor Sisk concurred with Ms. Wetrogren’s comment on a very clear explanation <br />of the tax. He felt the Council should put it on the 2010 ballot and support the <br />measure. <br />Councilor Dalton felt it would take an appropriate ballot title to sell the use tax to <br />the voters. Mayor Sisk agreed. <br />Bruce Becker, 533 Coal Creek Lane, Louisville, CO felt the Council should <br />examine what brought about the current financial condition; the employee <br />compensation package and the purchase of the post office building. <br />30 <br /> <br />
