June 22, 2010
Bruce Becker, 533 Coal Creek Lane, Louisville, CO stated the telephone poll
survey was disingenuous. He asked how the public is expected to approve a use
tax when the City should never have purchased the Post Office building.
Michael Menaker, stated in order for a use tax to pass, each council member and
City board and committee member would have to campaign every day until the
day of the election. If that does not happen, the tax will not pass. He noted the
tax will not come from residential homes in Louisville, but from businesses. He
stressed it is a difficult campaign.
Jean Morgan, 1117 W. Spruce Street, Louisville, CO asked whether the use tax
would be permanent or for a limited time. Mayor Sisk explained it can be written
to sunset within a certain period of time.
Ms. Morgan voiced her concern over how the funds would be spent, if the use tax
passed. She noted the Senior Transit services were cut, along with other
services and expressed her concern over some city employee reduced hours
and benefits and the reduced funding of the library. She stated those were key
issues, which had to be addressed. She stressed the importance of capturing
use tax from ConocoPhillips.
COUNCIL COMMENTS
Councilor Sackett felt the City’s newsletter article on the use tax was well thought
out and provided pertinent information to the residents.
Mayor Pro Tem Marsella stressed the importance of the use tax and voiced her
willingness to campaign for the use tax. Councilor Yarnell agreed and felt the use
tax could be a viable solution to the City’s budget constraints.
Councilor Muckle commented on past elections when the use tax failed and the
constituent based support for the Historic Preservation Tax.
Mayor Sisk concurred with Ms. Wetrogren’s comment on a very clear explanation
of the tax. He felt the Council should put it on the 2010 ballot and support the
measure.
Councilor Dalton felt it would take an appropriate ballot title to sell the use tax to
the voters. Mayor Sisk agreed.
Bruce Becker, 533 Coal Creek Lane, Louisville, CO felt the Council should
examine what brought about the current financial condition; the employee
compensation package and the purchase of the post office building.
30
