Historic Preservation Commission
Meeting Minutes
April 19, 2010

Public Comments
Jeff Lipton, Chairman of the Planning Commission, stated the Planning
Commission had recommended that Menaker make his presentation to the HPC
to receive feedback.
Commission Comments
Muckle asked if the request is to amend the entire sign code or is it
recommended to focus on downtown only.
Menaker stated he thinks focus needs to be placed on downtown.
Williams asked if the museum mural sign would be permitted under current
regulations.
Menaker stated no.
Muckle stated she understood the drafting of the Commercial Development
Design Standards and Guidelines (CDDSG) were to loosen up the downtown
sign code.
Lipton stated he was here for the drafting of the design standards and the
CDDSG and confirmed the CDDSG was done separately.
Menaker stated most signs downtown are considered legal non-conforming
signs.
Lewis stated she believed the design standards for signs should be looked at but
wanted to make sure character preservation was followed.
Poppitz stated his dislike for sandwich board signs.
Menaker stated he thought sandwich board signs are important for the
downtown, they just need to have better design regulations.
Poppitz agreed and asked if the proposal for illumination would be backlit.
Menaker said it would be halo lit, not box signs.
Poppitz offered to contact Duany and Calthorpe for suggestions.
Stewart stated this would be a good idea to take a fresh look at the sign code.
Stewart recommended for staff to use the City of Boulder sign code that is
currently used for Pearl Street.
Williams reminded everyone that downtown is a pedestrian oriented area and
signs don’t have to be too large. He also stated his concern with too much neon.
Koertje stated he wouldn’t want more Empire (neon) signs and would not want
signs so large they obscure the buildings upon which they are attached.
McCartney stated he would keep the HPC posted on the progress.
Pre-filing Conference – 1045 Main Street – residential addition
The applicants, Gary and Anna Rothenburg, made a presentation to show their
proposed addition.
