Planning Commission <br />Meeting Minutes <br />AUGUST 10, 2006 <br />Page 3 of 10 <br /> <br />Sheets disclosed that the state agency she works for had previously taken an enforcement action <br />against McStain and she was involved in the case. <br />Sheets and Loo disclosed that they live in McStain built homes. <br />Staff Report of Facts and Issues: <br />McCartney presented the following summary points: <br />The request is for a rezoning, preliminary subdivision plat and preliminary planned unit <br />? <br /> <br />development (PUD) plan for the Gateway Subdivision. <br />The rezoning will only be heard and considered during the final review process and not <br />? <br /> <br />during the preliminary review process. <br />The request is to modify the entitlements of the property from a total of seven single <br />? <br /> <br />family lots to a total of 25 single family lots. <br />Proposed lot sizes range in size from 10,064 SF to 16,863 SF for an average of 11,996 <br />? <br /> <br />SF. <br />Yard and bulk standards were discussed by using the comparison chart on page 4 of the <br />? <br /> <br />Staff Report dated August 10, 2006. It was noted that there is a minimum 90 foot <br />structure separation between the proposed homes in Gateway and those in the <br />Hillsborough West Subdivision located along Willow and Kennedy. <br />Several Tracts (A, C, E and F), which will be maintained by an HOA, total 4.3 acres and <br />? <br /> <br />represent a conveyance of 36% of the gross land area. The existing bike path will remain <br />in place. <br />The application materials included a letter from the current property owner that reflects <br />? <br /> <br />the intent of the property owner to convey to the City Lots 1 and 2 of the Subdivision (4.8 <br />acres on the west side of McCaslin Blvd.) upon successful completion of the applicant’s <br />request. Based upon the communication, the conveyance would be to the City for open <br />space purposes. <br />Traffic and access summary points: <br />? <br /> <br />There is one access point along McCaslin Blvd. and it is approximately 500’ <br /> <br />? <br />south of the intersection of McCaslin Blvd and South Boulder Rd. <br />Both McCaslin Blvd. and South Boulder Rd are four-lane arterial streets. <br /> <br />? <br />Current traffic volumes on McCaslin Blvd are approximately 17,400 and 18,000 <br /> <br />? <br />trips for South Boulder Road. <br />By the year 2025, the volume will increase due to regional pass-through traffic to <br /> <br />? <br />25,000 and 26,000 respectively. <br />The Public Works Department discussed in their referral comments their concern <br /> <br />? <br />for a single access, thus McStain had the traffic study completed. <br />A traffic study prepared by the Fox Higgins Transportation Group summarizes the <br /> <br />? <br />single point of access being able to operate adequately for both existing and <br />projected traffic volumes. <br />Additional traffic discussion points included: <br /> <br />? <br />analyzing gaps for left turn traffic exiting Gateway Lane; <br /> <br />? <br />delay timing for left turn out of Gateway Lane; <br /> <br />? <br />restricted turning movements at Gateway Lane; <br /> <br />? <br />a second access point off of South Boulder Road; <br /> <br />? <br />a traffic light at McCaslin Blvd and Gateway Lane. <br /> <br />? <br />Commission Questions of Staff: <br /> <br />
