Planning Commission <br />Meeting Minutes <br />AUGUST 10, 2006 <br />Page 5 of 10 <br /> <br />Pritchard asked what is going to make the “gateway” at South Boulder Road and McCaslin <br />unique for the City of Louisville. <br />Harkins stated that the image/mission of McStain is to maintain and enhance the already existing <br />dedicated open space along South Boulder Road and to provide a buffer between neighborhoods. <br />The home designs are new designs not previously used by McStain. They will be built ‘green’ as <br />all of the McStain neighborhoods are being built. The price range will be $400-500 thousand. <br />Steve Tuttle, Fox Higgins Transportation Group, PO Box 19768, Boulder addressed the <br />following transportation topics: <br />Single full-movement access at McCaslin Blvd. and Gateway Lane <br />? <br /> <br />Emergency-use-only access is proposed with a connection from Gateway Lane to <br />? <br /> <br />South Boulder Road <br />Existing circulation network <br />? <br /> <br />Existing and future background volumes <br />? <br /> <br />Existing capacity analysis <br />? <br /> <br />Year 2008 and Year 2025 Background capacity analysis <br /> <br />? <br />Trip generation <br />? <br /> <br />Existing peak hour observations <br />? <br /> <br />Gap analysis. <br />? <br /> <br />Lipton inquired if the level of service would change by reducing the number of homes. <br />Tuttle stated that it would not change the effect at South Boulder Road and McCaslin Blvd. <br />because that is a regional traffic issue. <br />Lipton stated that the problem will be entering and exiting the subdivision. <br />Loo inquired about the emergency access to South Boulder Road. <br />Sheets inquired if the applicant had considered any alternate access points. <br />Rozier stated that it had been discussed with the Public Works Department but neither could <br />identify an alternate access point that did not create additional problems of its own. <br />Deborski asked if the applicant had completed a soils analysis and what were the findings. <br />Pat Murphy, Vice-President of Operations for McStain, confirmed that a soils study had been <br />completed and then he explained the type of foundation construction that will be used. <br />Loo inquired about the irrigation ditch location. <br />Rozier confirmed it is in the City Open Space and part of the proposed development. <br />Lipton asked if the type of fencing would be determined by the time of the final review process. <br />Rozier stated that it would. She also discussed what is currently being planned: open split rail. <br />Dalton discussed yard maintenance as being the individual property owner responsibility. He <br />also suggested that the buffer area between the two developments be a more passive landscape, <br />yet irrigated. <br />Lipton suggested that to create the desired “gateway” concept more landscaping be added on the <br />north side the property closer to South Boulder Road. <br /> <br /> <br />
