Section 5.Compensation.Members shall serve without compensation. <br />Expenses actually incurred in the performance of the duties of officemay be paid only if <br />the expense and amount thereof are approved and authorized in advance by a writing <br />signed by the City Manager.(LouisvilleHome Rule CharterSection 10-2e). <br />Section 6. City Liaison.The City Manager shall appoint a City staff member to <br />act as liaison to the Council. Such liaison may advise the Council, make <br />recommendations, and bring items for discussion. Such liaison is nota member of the <br />Council,does not vote on matters before the Council, and may not be counted as a part <br />of a quorum. <br />ARTICLE III <br />Officers and Personnel <br />Section 1. Officers.The officers of the Council shall be a Chair, a Vice-Chair,a <br />Secretary, and a Treasurer. <br />Section 2. President.TheChairshall preside at all meetings of the Council. <br />Section 3. Vice President.The Vice-Chair shall perform the duties of theChair <br />in theChair’s absence or inability to act. In the event of the absence or inability to actof <br />both the Chairand Vice-Chair, the remaining members shall select some other member <br />of the Council to temporarily perform the duties of theChair. <br />Section 4. Secretary.The Secretaryshall take meeting minutes and attest to all <br />documents authorized to be executed by the Council. In the event of the absence of the <br />Secretary, the Chairshall designate, in writing or verbally at a meeting of the Council, <br />some other member of the Council to perform duties of the Secretary. <br />Section 5, Treasurer.The Treasurer shall be responsible for the collection of <br />income,the paymentofbills, and maintaining the financial books of the Council. <br />Section 6. Additional Duties.The officers of the Council shall perform such <br />duties and functions as may from time to time be required or authorized by the Council <br />or these Bylaws. <br />Section 7. Election of Officers.The officers of the Council shall be elected <br />annually by the Council at its first meeting of each calendar year and shall assume their <br />duties upon election.
