LiCtiyof Louisville <br />COMMUNITY DEVELOPMENT <br />MEMORANDUM <br />To: <br />Sustainability Advisory Board <br />From: <br />Jeff Hirt, Planning Manager, Community Development <br />Rob Zuccaro, Community Development Director <br />Date: <br />1 /17/24 <br />Re: <br />Comprehensive Plan Update <br />Purpose <br />The purpose of this item is to introduce the Sustainability Advisory Board to the City's Comprehensive <br />Plan ("Plan") Update that is launching in early 2024 and solicit initial feedback to inform next steps. <br />This is the first of two planned discussions with the board during the approximately 18-month project. <br />Background <br />The City of Louisville is launching an update to its Comprehensive Plan, one of the City's most <br />important policy documents. The Plan is adopted by City Council and required by state law. The <br />Louisville Municipal Code (LMC) also requires a Plan update at least every ten years. The last Plan <br />update was in 2013. The Plan Update is an opportunity for the community to refresh the City's <br />overall vision, values, and policies on a range of topics including land use, development, and <br />infrastructure. The time horizon the Louisville Comprehensive Plan will address is about 20 years. <br />The Community Development Department will manage the Plan Update in close consultation with <br />other City departments. <br />The typical components of a comprehensive plan include but are not limited to: <br />• An Existing Conditions Assessment with a focus on growth and development (e.g., economic, <br />demographic, development, etc. trends); <br />• Vision and Values Statements driven by community input that creates a foundation for the <br />policy elements of the Plan; <br />• A Future Land Use Framework that guides land use decisions on public (e.g., open space <br />preservation areas) and private property (e.g., requests for land use changes); <br />
