Based on that response, as well as the applicant's more specific response to Police <br />Department, Public Works and Fire Protection District, staff does not object to the <br />proposed use, which is a permitted "I" use. <br />. Staff included a detailed review of the project relative to the IDDSG in the written staff <br />report and did not review the details but requested questions from the Commission <br />members. <br />. Parking does not meet 2: 1000 requirement. Staff supports the change since re-use of the <br />project area is unlikely. <br />. Landscaping meets or exceeds minimum coverage and minimum materials requirements. <br />Minor modification / clarification were noted in staff report and conditions. <br />. Architecturally, the buildings are constructed of concrete panels, with some accent CMU <br />in columns. The building has articulation in the footprint, variation in the parapet height <br />and incorporates some windows. Staff believes these features bring the buildings up to <br />compliance with the IDDSG. <br />. Lighting complies with fixture specs and minimum lighting levels. <br />. No signage is proposed and if requested in the future would be subject to the IDDSG and <br />the issuance of a building permit. <br />. Staff is recommending approval of Resolution No.5, Series 2006 with the following 11 <br />conditions. <br />1) Note #2 on the PUD cover sheet shall be modified to read: "The Police Department <br />and Fire District shall be given access codes to the perimeter gates for their access <br />in case of emergency and as determined necessary to ensure ongoing compliance <br />with use and operation restrictions as noted on this PUD and in the CC&Rs. The <br />City's Public Works Department shall have an express right of access as needed for <br />public utility maintenance. " <br />2) The fence columns shall use integrally colored CMU (not painted). <br />3) It shall be noted on the PUD landscape plan that all shrubs will be located in <br />mulched planting beds defined with steel edger. <br />4) The applicant shall evaluate the locations of all trees and shrubs located in <br />proximity to the building and shift further away from said building if determined to <br />be advisable to allow adequate space for the vegetation to mature or necessary to <br />avoid exposing the foundation to excessive irrigation. <br />5) The applicant shall consider revising the design of the single row of shrubs <br />proposed adjacent to the public street sidewalks such that portions of those shrubs <br />are clustered into shrub masses to achieve a more variety in landscape design. <br />6) All shrubs that are proposed within or adjacent to public sidewalks shall be <br />relocated to be adequately spaced to allow for safe use of the sidewalk, considering <br />mature shrub growth. <br />7) The landscape plan notes shall be modified to clarify that all areas proposed to <br />have sod will use a turf mix that maintains a manicured appearance throughout the <br />growzng season. <br />8) The architectural elevations shall be clarified to indicate that the concrete block <br />veneer will have an integral color (not painted) that provides a complementary <br />accent to the primary building colors. <br />
