Authorization for three story construction would require compliance with <br />the policies of the Framework Plan and design standards of the Design <br />Handbook. <br />IV. This recommendation would provide clear ceiling heights up to 18' with <br />2' for structural and mechanical above that on the mail level. Second and <br />third floors would have up to 9' ceiling heights with the necessary space <br />for structural and mechanical between floors. <br />B. The maximum building height of 35' be required for that area in the downtown <br />district described as the transition area as defined in the Design Handbook for <br />Downtown Louisville. <br />1. This recommendation provides adequate ceiling heights for two-story <br />construction. <br />11. The design standards for this area require building setbacks and roof forms <br />which are more consistent with residential design. <br />111. Typical building heights are one or two story structures. <br />. Commission discussion and direction from the January meeting focused on the following: <br />1) Revisions to Resolution No. 28, Series 2005 to include the Core and Transition <br />height restrictions to 45' and 35' respectively. The revision also includes the <br />additional provision that, based on other applicable criteria and the unique <br />characteristics of the particular site, a lower maximum building height may be <br />required as part of a subdivision or development plan approval for such site. <br />2) Two other items that are specifically related to the Framework Plan and will <br />require additional public notice are: <br />a) The desire to reconsider that a 3rd floor be reduced in scale to the floors on <br />the building footprint <br />b) The desire to remove the Library square footage from the FAR in the <br />'Core' area of Downtown. <br />. Staff is recommending approval of Resolution No. 28, Series 2005 and is requesting <br />further direction from the Commission regarding the 3rd floor scale reduction and the <br />FAR SF for the 'Core' area of downtown. <br /> <br />Commission Questions of Staff: <br />Hartman inquired if the new height requirements would include the parapet. <br /> <br />Wood stated that the original Ordinance does state that it includes the parapet therefore the new <br />ordinance should do the same. <br /> <br />Deborski discussed for clarification two buildings (801 Main and 908 Main) regarding their <br />heights. <br /> <br />Lipton inquired about the 3rd floor reduction in scale. <br /> <br />Wood clarified that a change in the 3rd floor reduction would require an amendment to the <br />Framework Plan documents. He further explained that the scale reduction is a design criterion <br />for a PUD and that an applicant could request relief. He asked for further discussion and <br />direction from the Commission regarding this issue. <br />
