suggested that the ordinance should clearly state that the City prefers building-mounted facilities. <br />Council agreed that Community Locator facilities could be allowed, if approved by the Planning <br />Commission & the City Council. <br /> <br />Staff Items <br />Heather Balser reported that the City’s PSCo Franchise agreement expired in June 2001. She <br />explained that she is working with the Colorado Municipal League on a new formula for franchise <br />fees. She requested Council’s input for the term of a new franchise agreement. It was agreed to <br />present a four-year renewal agreement to PSCo. <br /> <br />Heather stated that Lou Entz, (Hooper, Colorado) has proposed a bill in the Legislature (SB 105), to <br />limit complaints for airport noise. Council agreed to officially oppose the bill and asked staff to also <br />notify the Town of Superior of this proposed legislation. <br /> <br />Heather inquired whether Council would like Margaret LeJust (AT&T) to speak at an upcoming <br />study session on the topic of merger and antitrust concerns. Council agreed. <br /> <br />Staff met with Paul Tischler regarding the Community Investment Fee on January 8, 2002 to review <br />the methodology for calculating fees. The participants were instructed to submit their questions to <br />Tischler & Associates. King & Associates submitted their comments, which have been reviewed by <br />Paul Tischler. A draft final report will be produced by Paul Tischler & Associates in the coming <br />weeks. <br /> <br />City Manager Items <br />Bill Simmons reported that the City has received a complaint from the Blue Parrot Restaurant that <br />commercial cable TV rates will be going up from approximately $30/month to $125/month. <br />Comcast, the City’s previous cable provider, did not differentiate between residential and <br />commercial cable TV rates. It was noted that the FCC regulates commercial cable TV rates. <br /> <br /> <br /> <br />City staff will be meeting with representatives from CDOT on Wednesday, January 23, to <br />discuss exit signs along US 36. <br /> <br /> <br />The City has received nine responses for needs assessments at the Library and three <br />responses for needs assessments at the Louisville Recreation Center. Council was invited to <br />participate in the selection process. <br /> <br /> <br />The City has received three responses from the four property owners along Spruce Street for <br />potential purchase. Staff is still trying to contact the fourth property owner to annex the <br />property as one package. <br />th <br /> <br /> <br />The Mayhoffer Section 15 property (SE corner of 104/Hwy 42) has been purchased by <br />Boulder County. Boulder County has proposed an IGA with Louisville to carry the City’s <br />portion of the purchase price until 2008. There was discussion regarding what interest rate <br />the Council would suggest on the City’s repayment to Boulder County. <br /> <br /> 2 <br /> <br />
