<br />Planning Commission <br />Meeting Minutes <br />APRIL 20 2006 <br />Page 4 of 17 <br /> <br />for open space, as well as concerns with the reduction in commercial space and if it was a good <br />decision for the economy of Louisville. <br /> <br />Dan Johnston, 657 Sandbar Cr., Louisville, stated that he supports the project. He also represents <br />Habitat for Humanity and they would like to work with Mr. Markel at this development as <br />Habitat for Humanity sees it as an opportunity to provide quality housing for the Habitat for <br />Humanity homes. <br /> <br />Garrett Cole, 2387 Sandpiper Dr., Lafayette, discussed concerns with density at Paschal Dr., the <br />traffic light at Paschal Dr and HWY 42 / 95th St., the lack of what appears to be limited parking <br />for visitors to the subdivision and the need for another access point for the construction traffic <br />other than Paschal Dr. <br /> <br />Lipton requested a motion to enter into record the additional emails that have arrived since the <br />meeting packets were distributed. The motion should also include the packet of information from <br />Mrs. Lowe that included communications from several residents in the Waneka Landing <br />Subdivision. <br /> <br />Pritchard moved and Loo seconded a motion to enter those two sets of documents into the public <br />record. Motion passed by voice vote. <br /> <br />Staff Report of Facts and Issues: <br />Wood reviewed the Estimated Traffic Generation and Art Center documents that had been <br />included in the staff report packet for the April 20, 2006 meeting. <br /> <br />Commission Questions of Staff: None. <br /> <br />Applicant Presentation: <br />Michael Markel, 5723 Arapahoe Ave., Boulder reviewed the numerous public hearings that had <br />been held for the North End project. He expressed his frustrations with the process and what he <br />considers to be a lack of direction from the Planning Commission. He stated that the Traffic <br />Engineer is present again this evening and it is his desire to have him speak this evening. <br /> <br />Lipton discussed the procedures that the Planning Commission follows for every applicant that <br />comes before the Commission for a public hearing. He also stated that the Commission has every <br />intention of giving as much time as needed to this project. <br /> <br />Alex Arinello, LSC Transportation Consultant, discussed the following: <br />1) Access spacing requirements for traffic lights. Paschal and Hecla have been identified as <br />full turning intersection with traffic lights when warranted. <br />2) Traffic Volumes that Warrant a light. Warrants are determined by a standard "Manual on <br />Uniform Traffic Control Devices". Warrants are established by the traffic volume on the <br />main street and the side streets. The volume on the main street (HWY 42) has been met. <br />The side street (Paschal Dr.) volume has three warrant types that must be met (Peak hour, <br />4 hour and 8 hour). The Peak Hour warrant has been met but the 4 and 8 hour warrants <br />have not. It is quiet possible that with the development of the North End that the other <br />two warrants will be met. <br />3) Funding. CDOT ranks the priority of their projects by the traffic volumes. The HWY 42 <br />and Paschal Dr. intersection is at the bottom of the priority list. CDOT will probably not <br />fund the improvements 100% but would expect the developer and the City to contribute. <br /> <br />Commission Questions of Applicant: <br />
