The first is to
amend the definition of enhanced sales tax, i.e., "base" sales tax when determining the
additional sales tax from a new or expanded retail outlet. The original program set the
base by looking at the last 12 months of revenue from a retail location; the amendment
looks to the last 12 months of time. In the case of a location being vacant for 12 months,
the base would be zero, rather than going back to the last time the site was productively
used. The second amendment is a housekeeping measure to note the historic
preservation sales tax revenue is not available for any incremental rebate calculations.
Mayor Pro Tem Marsella requested public comment and hearing none, closed the
public hearing.
MOTION: Councilor Dalton moved to approve Ordinance No. 1571, Series 2010 on
final reading, seconded by Councilor Muckle. Roll call vote was taken. The motion
passed by a vote of 6 -0. Absent: Mayor Sisk.
