Chief (Goodman explained a silent siren test merely tests the <br /> system; it does not activate the siren and there is no voice announcement. City <br /> Manager Fleming explained there were citizens who object to the sirens' placement at <br /> the North Water Treatment Plant. Staff is investigating the relocation of the siren. <br /> Medical Marijuana Dispensaries Planning/Zoning Regulations On going <br /> Open Space Zone District Article 15 of the City Charter Council direction <br /> City Manager Fleming asked for Council direction on the Open Space Zone District. <br /> Parks Recreation Director Steven explained that the Open Space Advisory Board <br /> feels the City's open space property is protected, but have asked what kind of priority <br /> and detail Council wishes to place on open space property. <br /> Councilor Muckle stated the open space zone designation has been out of compliance <br /> for a long time. He favored starting the project. Councilor Dalton stated most of the <br /> open space was purchased by the open space tax. He suggested establishing a date to <br /> begin and felt only vacant land should be included in the Open Space Zone District. <br /> City Attorney Light noted there could be vacant land with agricultural improvements. <br /> Mayor Pro Tem Marsella requested clarification of the Charter requirements. City <br /> Attorney Light explained there are three distinct measures required in the Charter: First <br /> the City Council shall establish and update the inventory of each parcel of vacant land <br /> and determine whether that parcel shall be designated as open space.
