City Council
Meeting Minutes
September 7, 2010
Planning Director Russ requested this matter be continued to the September 21, 2010
meeting. He explained the applicant misunderstood the date of the public hearing and
was unable to attend this evening's meeting.
MOTION: Councilor Muckle moved to continue Resolution No. 49, Series 2010 to
September 21, 2010, seconded by Mayor Pro Tem Marsella. All were in favor.
RESOLUTION No. 50. SERIES 2010 A RESOLUTION DESIGNATING THE ZARINI
HOUSE, 1109 LAFARGE AVENUE, AN HISTORIC LANDMARK Public Hearing
Mayor Sisk requested a Staff presentation.
Principal Planner McCartney explained Resolution No. 50, Series 2010 designates the
Zarini House, located at 1109 LaFarge Avenue, a historic landmark. The property was
owned by only two families until between 1905 and 1989. For nearly seventy years, it
belonged to the Zarini family. The house was built in 1909 and was originally a square
residence measuring 28'x28'. A 14'x19' addition was added to the rear of the building in
1912 and the garage was built prior to 1978. The windows and doors appear to be in
the original location according to historical records. The front facing windows have
stained glass treatments done :sometime in the mid century. These details, although not
of the original 1909 construction, are original from a later time period and provide
significance to the history of the structure.
The current owner has preserved the structure by restoring the porch to its original
design. If landmarked, the owners propose to restore the windows with historic
preservation incentive funds. The Historic Preservation Commission supported the
request for Iandmarking. The structure is over 100 years old and is indicative of the
architectural style significant to that time period. Its architectural integrity is very strong
as it has had little changes over the years. The site is historically significant for its
association with Louisville's early settlement.
Mayor Sisk opened the public hearing and requested public comments. Hearing none,
the public hearing was closed.
MOTION: Councilor Muckle moved to approve Resolution No. 50, Series 2010,
seconded by Councilor Clabots. Roll call vote was taken. The motion carried by a vote
of 7 -0.
RESOLUTION No. 51, SERIIES 2010 A RESOLUTION APPROVING A SPECIAL
REVIEW USE (SRU) TO ALLOW A CHURCH AT 917 FRONT STREET
Mayor Sisk requested a Staff presentation.
Principal Planner McCartney stated the Christ Church has applied for a special review
use (SRU) to allow for a church use at 917 Front Street, Kokoplaza. The church is
