Historic Preservation Commission
Meeting Minutes
September 20, 2010

Strong social history.
Koertje agreed with the previous comments. Added the loss of the original windows
detracts from the integrity but is not overwhelming. He added the social history was
fairly strong.
Stewart agreed with the above and added the porch should not be enclosed.
Tofte agreed with the other commission member comments.
Koertje asked for a motion.
Muckle made a motion to approve the application as written.
Lewis asked for Muckle to clarify the motion regarding additions.
Koertje added a friendly amendment to “exclude any additions greater than 50 years
old”. Stewart seconded the revised motion. The motion carried 5 – 0.
Public Hearing – Landmark Application – 1131 Jefferson Avenue
Koertje opened public hearing.
McCartney presented the staff report and PowerPoint presentation. He stated 1131
Jefferson Avenue had already been approved as a landmark by the HPC in July. The
request was continued at the August 3, 2010 City Council meeting to modify the
application to allow for the carport.
Janice Hoffman, the applicant, spoke regarding her request and how she believed the
carport was an integral part of the structure. She added the age of the carport is not
known, but the concrete below the carport has a date inscribed reading “1961”.
Lewis asked Hoffman if she knew if concrete was integral to the carport.
Hoffman answered she has photos to show the concrete, but she does not have the
photos tonight.
Stewart asked Hoffman how much work she anticipated needing to be done on the
carport.
Hoffman answered the trim and gutters need help. She stated she did not anticipate
any future additions.
Tofte asked Hoffman why she wanted to add the carport to the application.
Hoffman stated it was due to a request by the Conarroes, they felt it was a part of the
house and it should be retained.
Public Comments - none
Commission Questions and Comments
Stewart commented the entire structure, including the carport, should be landmarked.
