City Council <br /> Meeting Minutes <br /> October 19, 2010 <br /> Page 7 of 8 <br /> existing rain gutters on the south side of the house and received a bid from Roof Check <br /> Inc, in the amount of $585. <br /> According to Section 15.36.030, the City Council has legislative ability to provide <br /> preservation incentives for those wishing to landmark their historical structure. Once the <br /> structure is approved for Iandmarking, the applicant may act on one or more of the <br /> incentives offered. City Council approved two incentives: $1,000 signing bonus and a <br /> $5,000 one time grant. The $1,000 signing bonus is awarded to the applicant at the time <br /> of the landmark approval with no restrictions on how it is to be used. The $5,000 grant is <br /> to be used within the first year of Iandmarking. The applicant is requesting to use $2,169 <br /> of the $5,000 grant for "Preservation and Restoration" purposes. <br /> APPLICANT PRESENTATION <br /> Ann Marie Spear, 557 Jefferson Street, Louisville, CO explained the replacement of the <br /> 54 -year old screens and the gutters are needed to maintain the historic property. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 64, Series 2010, <br /> seconded by Councilor Clabots„ Roll call vote was taken. The motion carried by a vote <br /> of 6 -0. Absent: Councilor Yarnell. <br /> EXECUTIVE SESSION PROPOSED REAL PROPERTY DISPOSITION <br /> (Louisville Charter, Section 5 -2(c) Authorized Topics Consideration of real property <br /> disposition, only with respect to appraisals and other value estimates and strategy, and <br /> C.R.S. Section 24- 6- 402(4)(a)) <br /> REGULAR BUSINESS ITEMS SUSPENDED <br /> City Attorney Light explained City Manager Fleming requested the City Council convene <br /> an executive session for the purpose of considering a proposed real property <br /> disposition, as to value and strategy. <br /> City Clerk Varra read Section 2.90.050 Public Statement of the Louisville Municipal <br /> Code, which governs the topic that may be discussed in an executive session. <br /> City Attorney Light cited the authority to conduct an executive session as follows: <br /> (Louisville Charter, Section 5 -2(c) Authorized Topics Consideration of real property <br /> disposition, with respect to appraisals and other value estimates and strategy, and <br /> C.R.S. Section 24- 6- 402(4)(a)) and the Colorado Open Meeting Law, C.R.S. Section <br /> 24 -6- 402(4) (b)) which permits executive sessions. <br /> MOTION: Mayor Sisk moved the Council convene an executive session for the purpose <br /> of considering a proposed real property disposition, as to value and strategy and <br /> requested City Manager Fleming, Economic Development Director Star and Public <br /> Works Director Phare be included in the executive session.
