City Council <br />Meeting Minutes <br />October 2, 2023 <br />Page 6 of 14 <br />Councilmember Leh stated there is good to come of this incremental approach, but he <br />doesn't like the idea that we are passing something and then we plan to do incentives <br />later. We are getting a lot of feedback that economic vitality is the thing people are <br />worried about. This is not a big deal for new businesses but it would be for any business <br />trying to expand. <br />Councilmember Most agreed with Councilmember Leh and Councilmember Dickinson. <br />If we are committed to this, we need to be sure it is not penalizing businesses who want <br />to expand. She stated the ordinance is something we want to do but this version may <br />not be it. <br />Councilmember Hamlington stated perfection shouldn't be the enemy of the good, she <br />asked staff to focus on education items should this pass. She would like continued <br />education for the families rebuilding and new residential projects that are in the works. <br />She would like education and look at using the Business Assistance Program to help <br />businesses in these efforts. <br />Councilmember Dickinson supports an extension for those people almost ready to <br />submit a permit. <br />Mayor Maloney closed the public hearing. <br />MOTION: Mayor Pro Tern Fahey moved to approve the ordinance with an amendment <br />that it not go into effect until January 1, 2024; seconded by Councilmember Hamlington. <br />Councilmember Hoefner made friendly amendment to extend the implementation to <br />March 1, 2024. Motioner and seconder accepted the amendment. <br />Councilmember Leh offered a friendly amendment to change the definition of <br />substantial alteration to 50% or more of the exterior wall area. Mayor Pro Tern Fahey <br />did not accept the friendly amendment. <br />Councilmember Leh made a substitute motion to pass the ordinance with the March 1 <br />implementation and changing the definition of substantial addition to 50% or more of <br />exterior wall area or materials for commercial. Councilmember Hoefner seconded. <br />Councilmember Hoefner stated he would like the same percentage for residential and <br />commercial. He offered a friendly amendment to include 30% for residential and for <br />commercial so it is consistent. Councilmember Leh did not accept the amendment. <br />Councilmember Leh restated his substitute motion to pass the ordinance with a March <br />1, 2024 implementation date and a definition of substantial addition at 50% for <br />commercial properties. Motion failed for lack of a second. <br />
