City Council <br />Study Session Summary <br />October 26, 2010 <br />Page 2of 4 <br />Larry noted that the SAB followsthe City’s open governmentrules concerning <br />posting agendas and minutes, and ethics guidelinesand will continue to do so. <br />Mayor Sisk noted that they also need to follow the City’s purchasing guidelines <br />and buy local. <br />Larry expressed appreciation for City ManagerMalcolm Fleming’sletter,which <br />noted that the SABan independent organization (technically an “unincorporated <br />association”); that because the Advisory Board’s mission is consistent with the <br />City’s broad public purposes it is appropriate for the City to provide meeting <br />space and some staff support to assist the SAB; and that the City Council <br />supports the manner in which the SABelects officers and wants to dispel any <br />perception that anyone is interested in changing this approach. <br />City Manager Flemingextendedhis apologies for creating a presencewith so <br />many staffat Board meetings that some Board members founditintimidating. He <br />said he started attending in response to comments he had heard from seniors <br />that they wanted him and other staff to come to more meetings. The intent was to <br />demonstrate their supportfor the SAB, to make sure he heard concerns directly <br />and to make sure those concerns were addressed. He confirmedthat City staff <br />shares acommon agenda with the Boardinserving the seniors of Louisville. <br />Some Board members expressed their confusion about “what does the Senior <br />Advisory Board advise and to who?” This point was clarified that the SAB is an <br />Advisory Board that advises City staff. <br />OtherBoard members feltthe SAB should be more involved in the hiring for the <br />Senior Center, and that they want to be more involved in hiring the replacement <br />for the Community Resource Coordinatorposition.The Mayor stated that before <br />Malcolm received the letter from SAB, he had already decided to reinstate the <br />position to 40 hours as staff had justified the needand to ask the SAB to be <br />involved in reviewing applicants.The Mayor also pointed out that City Manager <br />Fleming has the authorityto hire/appoint employees.City ManagerFleming <br />noted that he welcomes input from stakeholders on the hiring of critical positions <br />and cited the example of the Library Board being involved in the evaluations of <br />the Library Director candidates. He committed to the SAB being involved in the <br />evaluations of thetop Community Resource Coordinatorapplicants. He asked for <br />the SABto designate at least one member to represent the SABin this process. <br />TheSenior Advisory Board wants to get back to the business of helping seniors <br />and leaving the contentious feelings behind. The Mayor agreed and committed <br />on behalf of City staff todo a better job communicating and that City staff wants <br />the Board to succeed. <br /> <br />
