New additions and adjacent or related <br />new construction shall be undertaken in such a <br />manner that if removed in the future, the <br />essential form and integrity of the historic <br />property and its environment would be <br />unimpaired. <br />Met? Evaluation <br />No Requests 1 and 2 <br />The proposed addition alters the <br />rear of the house in a manner that <br />would not be removable in the <br />future. However, staff finds that the <br />impact of the proposed elevation is <br />minimal to the form, style, and <br />streetview of the structure. <br />Staff finds that the changes made do not result in a loss of the character of the historic building. <br />Section 15.36.120 of the LMC gives the criteria for evaluating Alteration Certificates and based <br />on the proposed design, staff finds that the proposed design does meet the standards. <br />GRANT REQUEST: <br />The applicant is requesting approval of a Preservation and Restoration Grant for rehabilitation <br />and restoration work. The total grant request is $162,446 and includes a request for an <br />"extraordinary circumstances" grant above the maximum grant allowance of $40,000. This grant <br />would be in addition to the $5,000 signing bonus for landmarking the structure and the $4,000 <br />grant for the Historic Structure Assessment previously approved for the property. <br />A Historic Structure Assessment was previously done for the property, completed by DAJ <br />Design and paid for by the Historic Preservation Fund. The assessment (attached) makes <br />several recommendations that correlate to the line items in the grant request. The proposed <br />total cost for all of the eligible work on the historic structure is $324,892. <br />COST ESTIMATE OF PROPOSED WORK: $324,892 <br />MATCHING GRANT REQUESTED: $162,446 <br />Matching grant maximum under Section 8: $40,000 <br />Additional matching grants available under Section 12.c. <br />Grants: <br />Under Resolution No. 17, Series 2019, residential applicants are eligible for a $5,000 <br />unmatched incentive grant as a Landmark bonus. Owners of a landmarked property will be <br />eligible for this grant following the signing of the Landmark and grant agreements. The <br />remaining $40,000 grant shall be conditioned based on the applicant matching one hundred <br />percent of the amount for approved work. Approved work must fall under the categories of <br />preservation, rehabilitation, and restoration. <br />Preservation is the act or process of applying measures necessary to sustain the <br />existing form, integrity, and materials of an historic property as they now exist. Approved <br />work focuses upon the repair of exterior historic materials and features rather than <br />extensive replacement and new construction. <br />Rehabilitation is the act or process of making possible a compatible use for a property <br />through repair, alterations, and additions while preserving those portions or features <br />which convey its historical, cultural, or architectural values. Rehabilitation acknowledges <br />
