Planning Commission
Meeting Minutes
SEPTEMBER 14, 2006

Deborski recused himself and left the room. McAvinew moved and Loo seconded a motion to
continue the Louisville RV and Boat Storage item to the October 12, 2006 Planning Commission
meeting. Motion passed by voice vote.

Deborski returned to the room.

Regular Business - Public Hearing Items

~ Resolution No. 27, Series 2006, The Residence at Balfour, a request to amend a
final planned unit development (PUD) plan for the construction of an age-restricted
senior independent living facility. Amendment proposes to add a total of eleven units
to the approved 76 unit development. Case #06-021-FP.
. Applicant, Owner: Michael Schonbrun
. Case Manager: Sean McCartney, Principal Planner

Public Notice Certification:
Published in the Daily Camera on August 27,2006. Posted in City Hall and mailed to
surrounding property owners on August 25, 2006.The agenda was posted on the City's web site
and at City Hall, the Louisville Public Library, the Recreation Center and the Courts and Police
Department Building on September 8, 2006.

Conflict of Interest and Disclosure:
None heard.

Staff Report of Facts and Issues:
McCartney provided the following summary:
. A request to amend a final PUD by adding eleven units to the approved 76 unit
development that was approved by City Council on June 6,2006.
. Three units would be added to Building One and 8 units would be added to Building
Two.
. The request amends the structures only and does not require an amendment to the
subdivision plat.
. Building One will require only a slight change to the roofline. Two of the units will be on
the second floor replacing some interior hallways; and one unit will be added to the
northeastern comer of the third floor, which results in the roofline modification but no
height increase.
. The applicant is also requesting to place 5 more surface parking spaces on site. This will
increase the overall parking from 78 parking spaces to 83 parking spaces.
. To accommodate 2 additional parking spaces near Building Two approximately 675 SF
of landscaping will be removed, which results in a net loss of 1 % from the overall
landscaping area.
. Landscaping coverage is proposed at 47% which exceeds the minimum requirement of
30%.
. Staff is recommending approval of the amendment to the final PUD development plan
without conditions.

Commission Questions of Staff:
None heard.

Applicant Presentation and Commission Questions of Applicant:
