Keany suggested striking the words 'with third-story buildings permitted.' He felt that
the Council recently passed a building height Ordinance that effectively eliminates three-
story buildings.

Davidson questioned whether Council wanted these hard numbers to remain.

Mayer agreed that they should.

Davidson suggested deleting the task listed on page 32 that reads 'create incentives to
permit third story and floor area ratio bonuses.'

Council agreed.

Davidson questioned whether the task listed on page 33 that reads 'explore on-site mixed
residential uses downtown' should remain.

Mayer replied that he thought Council discussed exploring the possibility of on-site
residential uses.

Sisk agreed. He stated that Council discussed the possibility of the owner/user living in
the second story.

Mayer asked to comment on floor area ratio. He stated that the floor area ratio coming
forward doesn't make much sense if Council is not looking to implement a transferable
development rights mechanism. He suggested that Council decide what the mechanism
will be for distributing square footage.

Davidson agreed. He suggested that rather than establishing a maximum floor area ratio
of 0.52, as listed on page 19, Council establishes the total number of square feet.

Mayer agreed.

Davidson asked Sam Light, City Attorney, if that could be changed to reflect the total
number of square feet for the area.

Manjeet Ranu, Planner I, stated that the total square footage at a 0.52 floor area ratio for
downtown, both sides of the tracks, would be 506,298 square feet.

Davidson asked Ranu what the total number of square feet would be for the west side of
the tracks.

Ranu replied that at a floor area ratio of 0.52, the total square feet would be 353,948.

Light asked Ranu if that was the core area west of the railroad tracks.

Ranu replied that it would include the core and transition areas west of the railroad tracks.

10
