Lehman agreed, however, he explained that if the project weren't approved, the spaces
that are currently being used for parking would be landscaped. He stated that either way
the parking spaces would no longer be available after April 1, 1999.

Sisk asked Lehman where the property is located that he has indicated could be utilized
for additional parking.

Lehman replied that he has other properties in the downtown area.

Sisk stated that he felt it is important that this is discussed. He again asked Lehman where
the properties are located.

Lehman replied that he has not made the determination which ones he would use. He
explained that he is hesitant to identify which properties might be used as he has tenants
in several of his rental properties at this time. He stated that he would provide the spaces
that are needed and he understands that the language indicates they must be within
reasonable distance of the property.

Sisk asked Lehman if the properties are located on the west side of the railroad tracks.

Lehman replied, yes.

Sisk asked Hartronft if it would be possible to eliminate the building' s third story and
retain the pedestrian plaza.

Hartronft replied that this would involve expanding the footprint of the two-story
structure in order for it to be economically viable. The pedestrian plaza or the parking
would need to be removed in order to accommodate the larger footprint. He stated that
the pedestrian plaza is not necessary for PUD approval, however, parking is.

Sisk stated that he thought Mr. Lehman assured Council that he had the parking
otherwise available.

Hartronft replied that there are costs and other factors that would need to be evaluated for
off-site parking.

Sisk asked if he is correct in his understanding that a two-story building with a pedestrian
plaza is not an option before Council.

Hartronft replied, yes.

Mayer asked Adin Lehman where the tenants in 908 Main Street were parking before the
parking behind 901-909 Front Street became available.

Lehman replied that they were parking on Walnut Street and around on Front Street.

15
